Three things keep moving after qualification day, and any of them can put the next shipment out of specification before anyone notices.

The batch moves

Harvests change. So do drying runs and lab results. Each batch after the first is re-checked against the intake standard the processor accepted, and against what the operating record already declares. That record is concrete. BfArM’s trader guidance requires every cultivar to be listed separately on the trader’s permit, and holds an extract’s THC content to within ±10% of its declared value.

The rules move

In September 2025, Germany’s import ceiling for the year (the INCB estimate, set under the UN narcotics system) ran out and BfArM paused new import authorisations until the ceiling was raised to 192,484 kg on 20 October. A shipment planned in August met different paperwork in September. The reference documents move too: EMA published the first revision since 2006 of the GACP guideline, the cultivation-side good-practice standard, in August 2025, and a further amendment to the medical-cannabis law sits in the Bundestag as of mid-2026.

The price moves

Germany imported 201,094 kg of medical-cannabis flower in 2025 — the total BfArM first published, later revised upward. Over the same year the average price paid on Bloomwell’s platform fell from EUR 8.33 to EUR 5.23 per gram, and reached EUR 4.52 by March 2026. A cheaper market is a stricter market: compression leaves less room to absorb a shipment that gets turned back.

Wholesale tells the same story: GCX, a global wholesale cannabis exchange, put German pharmaceutical-grade (EU-GMP) flower between EUR 1.75 and EUR 3.55 per gram in late 2025, depending on THC class.

In 2025, 201,094 kg of medical-cannabis flower entered Germany, the total BfArM first published and later revised upward. Every kilogram crossed at least one border and one pharmaceutical-grade (EU-GMP) processing step before a pharmacy could dispense it. Cannventure coordinates along that map and operates no facility on it.
